Not every country share the same laws. Canada's legal system and political system shows it's British inheritance.

Criminal laws make it illegal for someone to hurt, rape, kill other people or to steal from them.

You may get badly hurt because someone was not careful. Or someone may owe you money and refuse to pay. These are problems between two people. The police usually won't do anything.

In Canada the courts are separate from the government. Canadians elect their governments. The governments make the law. The courts enforce the law, but they are separate from the government.
Canada is a democratic constitutional monarchy. Every act of government is passed in the name of the Queen, but the authority for every act flows from the Canadian people.
